Replaces the Lovense Tip Wall with a menu command

Full Description

The Lovense feature that shows all the tip options is great, but the flood of notices it created fills up the whole screen and often causes chat messages to get overlooked, disrupting the chat.

The LovenseMenu bot replaces these lovense notices with a notice that says
   Type /lov to see options for making Lovense Toy respond to Tips!
When a user types /lov, its shows the menu to them. This allows users who want to tip for lovense to see the options, but minimizes the disruption to the performer and other users.

Commands
  > /lov  Displays the Lovens Tip menu to the user
  > /lov on  Enable Lovens tip menu (enabled by default at startup)
  > /lov off  Disable Lovens tip menu
